    과거의 수혜에 기초하여 ODA 제공을 정당화시키는 소극적 논리를 뛰어넘어, 달라진 대내외적 여건을 감안하여 ODA 제공에 대한 "새로운 논리"를 창조하고, 제공 방식의 선진화를 도모해야 할 것....

    "North-South: A Programme for Survival"(1980), "Common Crisis"(1983) - the Brandt Reports: stressed global interdependence, asserted that the rich world had to assist the poor and disadvantaged, and would loose out if it didn't. In short, helping the poor was in the (self-)interest of the rich.

    Central to the HDR's understanding of development are the need for poor people to be able to make cnoices about their lives and well-being, and for them to be empowered to make the choicees that will make a difference to their lives. (Riddell, Ch.2)

    Recent changes in the ways in which ODA is given, and the frameworks within which it is provided.
    Aid modalities: larger and less specifically targeted blocks of aid, sector-wide approach, budget support, Chanelling through NGOs
    Others: capacity-building, attention to conflict, increasing NGOs and private donors

    The complexities of the multilateral aid system, with the overlapping remits of agencies, parallel systems and structures, and duplicatino of work and activities, might lead some to conclude that there should only be one aid agency or development finance organisation exclusively expounding what is best practice, or implementing aid programmes or projects in one particular area of sector of development.

    ... However... There is a role for competition, not least in the area of ideas. The world of aid has continually benefited from challenges to prevailing conventional views about effectiveness and efficiencies in aid delivery.

    Perhaps the core problem with the present methods and structures of giving aid is that they encourage the perpetuation and expantion of the agencies themselves, with their overlapping roles and activities, severe weaknesses, and under-performance.

    The problem persist because there are no effective mechanisms and processes for ensuring that the agencies which have the funds are the ones most able to use them most effectively.

    Andrew Mitchell 인터뷰 기사를 보다가 흥미로운 것 발견: Project Umubano in Rwanda라는 건데 영국 보수당 의원이 주축이 되어 의원들을 포함, 보수당 신청자들을 받아 르완다 사업장에서 봉사활동을 하는 프로그램이다. ODA 증액 등에 주로 유보적 입장을 가지고 있었던 보수당이 (Mitchell 생각에) 이 프로그램을 통해 인식 전환을 이루었다고 하니 벤치마킹 할 만한 프로그램인듯..

    항상 자선 사업이 아니라 세금이라는 것을 명심해야 한다는..
